Government launches consultation on framework for Heathrow expansion
The government has launched a public consultation on a revised policy framework intended to support future decisions on Heathrow Airport expansion, marking the latest step in the long-running process surrounding plans for a third runway at the airport.

The consultation centres on a revised National Policy Statement, now renamed the draft Heathrow Expansion National Policy Statement (HENPS), which will provide the framework against which future planning decisions relating to Heathrow expansion and associated infrastructure would be assessed. The government said the revised document is intended to reflect updated evidence, policy developments and changing circumstances since the original Airports National Policy Statement was designated in 2018.
Transport Secretary Heidi Alexander said the consultation forms part of the government's wider ambition to support economic growth while balancing environmental and community considerations. Ministers have argued that additional airport capacity at Heathrow could strengthen international connectivity, support trade and create employment opportunities.
The consultation seeks views on the policy framework that would guide subsequent planning and development decisions. Following the consultation period and parliamentary scrutiny process, the government will decide whether to proceed with a final version of the policy statement. The consultation is scheduled to close on 1 September 2026, with ministers aiming to conclude the policy process by the end of the year.

We strongly welcome that the Government has taken this next critical step. The UK cannot realise its full economic potential without an expanded Heathrow, and this is an important step towards delivering the capacity the country needs.
“Our plan is privately funded by some of the largest investors in the world, widely supported by businesses, trade unions and communities across the country and it’s ready to go after years of scrutiny. We will now focus on securing planning permission and delivering this vital project.”
