Chief Analyst, Climate Change Committee
James is Chief Analyst at the Climate Change Committee, overseeing its analytical teams on Net Zero and Adaptation. He led the CCC’s advice on the Seventh Carbon Budget and its work on the fourth Climate Change Risk Assessment and adaptation. Previously Chief Economist at the National Infrastructure Commission, James held senior roles at HM Treasury, including Deputy Chief Economic Adviser and Director of Public Spending. He holds a PhD in economics and brings extensive expertise in climate policy, economics and infrastructure.
