Heathrow proposes real‑time expert oversight for third runway expansion
Heathrow Airport has invited independent experts to play a “real‑time oversight role” in its major expansion programme, part of efforts to ensure the project is delivered responsibly and with robust scrutiny.

The initiative would see external specialists work alongside Heathrow’s governance structures to monitor progress and offer challenge and advice during key decision‑making processes, rather than relying solely on retrospective reviews. Officials described the move as critical to “learning from the mistakes of previous megaprojects” and maintaining rigorous oversight throughout delivery.
Heathrow has framed the programme, which is expected to cost in the tens of billions of pounds, as being financed through private investment rather than direct public funding. The proposed expert panel would bring a range of technical, commercial and regulatory perspectives into project forums with the aim of improving transparency and reducing risk as complex construction and planning work unfolds.
In a briefing to stakeholders, Heathrow stressed that involving independent expertise “in real time” was designed to help spot emerging issues early and prevent costly delays or overruns during construction. The approach is in part a response to other large UK infrastructure projects that faced governance challenges, most obviously HS2 – and the proposal for real‑time expert oversight offers a potential model for improving governance in large privately financed infrastructure projects.
Heathrow’s wider expansion plans include capacity upgrades and infrastructure modernisation that the airport says will support future demand and strengthen the UK’s position as a global air travel hub. Earlier projections suggest the programme could be worth more than £30bn when fully realised and delivered through private capital sources, although details of the scope and timing remain subject to regulatory and planning approvals.
